Vote on a motion to table an amendment that raises the surtax on cigarettes to $0.30 a pack and the tax on the gross proceeds of cigarette sales to 5.5% to use the revenue for a smoking cessation income tax credit, cancer screening credit, and small business health insurance income tax credit.
