Vote to pass a bill that establishes the Illinois State Fairgrounds Racetrack Authority and outlines the Authority's responsibilities and capabilities.

Highlights:
-Creates the Illinois State Fairgrounds Racetrack Authority, which is charged with promoting, operating, and maintaining horse racing operations through a racing contractor in the Illinois State Fairgrounds (Secs. 10, 15). -Charges the Illinois State Fairgrounds Racetrack Authority with the task of transitioning the conduct of horse racing at the Illinois State Fairgrounds from an annual race meeting that occurs during the duration of the Illinois State Fair to an annual standardbred race meeting that lasts from 3 to 9 months, depending on funding and market conditions (Sec 30). -Delegates the governing and administrative powers of the Illinois State Fairgrounds Racetrack Authority to a 7-member board composed of 2 members appointed by the Chairman of the Sangamon County Board, 2 members appointed by the Mayor of Springfield, 2 members appointed by the Director of the Department of Agriculture, and one member appointed by the Chairman of the Sangamon County Emergency Telephone Systems Board (Sec. 20). -Allocates 66 2/3 percent of the revenues received by the Illinois State Fairgrounds Racetrack Authority to the Department of Agriculture for deposit into the State Fairgrounds Infrastructure Improvement Fund and 33 1/3 percent of the revenues to the Sangamon County Dispatch Fund (Sec. 40).
