Vote to pass a bill that changes regulations relating to possession of weapons and changes penalties for certain crimes.

Highlights:

-Allows the carrying of a deadly weapon without a permit by a person in his or her dwelling, on his or her business premises, in a means of transportation other than public transit, or on property owned, leased, or rented by that person (Sec. 9). -Mandates that a defendant convicted of first-degree murder and for whom the death penalty was sought by the state shall either be sentenced to death or imprisonment for natural life, which would preclude the defendant from being eligible for commutation, parole, work furlough, work release, or release from confinement on any basis (Sec. 1). -States that a valid defense in cases of statutory rape exists if the victim is between 15 and 17 years of age and the defendant is under 20 years of age and is no more than 36 months older than the victim and the conduct is consensual (Sec. 7). -Allows the issuance of a concealed weapons permit to an individual who has been convicted of a felony but has had that conviction expunged, set aside, or vacated, or has had his or her rights restored (Sec. 11).
