-Allows students to express religious views that are relevant to the topic of class discussions or assignments and prohibits discrimination based on such expression (Secs. 2, 3). -Allows students to organize religious gatherings or activities to the same extent that students are allowed to organize secular gatherings and activities (Sec. 4). -States that religious groups shall be given the same access to school facilities and the same rights to advertise or announce meetings as secular groups (Sec. 4). -Requires each school district to adopt and implement a local policy governing voluntary religious expression (Sec. 5).
