Vote Smart's Synopsis:

Vote to pass a joint resolution that proposes a constitutional amendment to allow citizens of Illinois to recall elected officials.

Highlights:
-Requires that petitions to recall executive branch officers must have signatures of 12% of the electorate, and petitions to recall General Assembly members or judges must have signatures of 20% of the district’s voters (Article III Sec. 4.1). -Establishes that recall elections will be held 60-80 days after the petition is presented for recall, or within 180 days to coincide with a regular election (Article III Sec. 4.2). -Declares that if a recall of an officer fails, no recall may be initiated against that officer for 6 months (Article III Sec. 4.5).
Note:

NOTE: AN AMENDMENT TO THE CONSTITUTION REQUIRES THREE-FIFTHS APPROVAL IN EACH CHAMBER FOR PASSAGE. IT MUST THEN BE APPROVED BY A MAJORITY OF CITIZENS VOTING IN THE NEXT ELECTION TO BECOME ENACTED.
