Title: Sexual Orientation Nondiscrimination

Vote to pass a bill that amends the Colorado Revised Statutes to prohibit discrimination based on sexual orientation and other criteria regarding housing, education, and business practices.
Highlights:
- Defines "sexual orientation" as "a person's orientation toward heterosexuality, homosexuality, bisexuality, or transgender status or another person's perception thereof" (Sec. 9).
- Adds persons who might be discriminated against because of their sexual orientation to the groups who shall compose at least four members of the seven-member Colorado Civil Rights Commission, along with those who might be discriminated against because of disability, race, creed, color, sex, national origin, ancestry, marital status, religion, or age (Sec. 3).
- Prohibits persons from refusing to show, sell, rent, or lease property to any person based on sexual orientation or prohibit them membership to any real estate or brokers' organization (Sec. 5).
- Prohibits persons and businesses from providing unequal accommodations or advantages based on sexual orientation, not including churches, synagogues, mosques, or other places used principally for religious purposes (Sec. 6).
- Adds language to state code to prohibit any person from being denied membership in a labor organization or union on the basis of sex orientation, creed, marital status, disability, national origin, or ancestry, in addition to existing protections for religion, sex, color, or any unfair or unjust discrimination (Sec. 11).
- Adds language to state code to prohibit discrimination in low-income housing based on sexual orientation, color, religion, or ancestry, in addition to existing protections for sex, race, creed, and national origin of occupants (Sec. 33).
- Requires school districts to adopt written policies specifying that they are subject to federal laws, state laws, and constitutional provisions prohibiting discrimination based on disability, race, creed, color, sex, sexual orientation, national origin, religion, ancestry, or need for special education services (Sec. 23 - 24).
- Requires that charter schools, institute charter schools, and pilot schools be subject to state laws and constitutional provisions prohibiting discrimination based on sex or sexual orientation (Sec. 21, Sec. 22, and Sec. 25).
- Adds language to state code to prohibit discrimination on the basis of sex orientation, creed, marital status, or disability regarding the placement and sales of cemetery grave plots (Sec. 15).
- Adds language to state code to prohibit discrimination on the basis of religion, sex, sex orientation, marital status, ancestry, or disability regarding funeral or cremation services (Sec. 17 - 18).
- Mandates that those who violate this nondiscrimination in public accommodations law be subject to a fine ranging from $50 to $500 or up to a year in jail (Sec. 7).
