- Specifies that this resolution does not affect any form of gambling that is legally sanctioned by the state prior to its ratification (Sec. 1).
- Specifies that this resolution does not affect the ability of the legislature to authorize or regulate nonprofit gambling (Sec. 1).
- This is a substitute resolution sponsored by the House Finance Committee.
NOTE: THIS IS A SUBSTITUTE BILL, MEANING THE LANGUAGE OF THE ORIGINAL BILL HAS BEEN REPLACED. THE DEGREE TO WHICH THE SUBSTITUTE BILL TEXT DIFFERS FROM THE PREVIOUS VERSION OF THE TEXT CAN VARY GREATLY.
NOTE: AN AMENDMENT TO THE CONSTITUTION REQUIRES TWO-THIRDS APPROVAL IN EACH CHAMBER FOR PASSAGE. IT MUST THEN BE APPROVED BY A MAJORITY OF CITIZENS VOTING IN THE NEXT ELECTION TO BE ENACTED.
