Title: Establishes the Professional Relationships Between Teachers and School Districts Act.

Vote Smart's Synopsis:

Vote to pass a bill that requires school districts to negotiate contracts with an education employee’s council and establishes regulations for creating such councils

Highlights:
-Defines and establishes an “Employee Representation Council” as the council of employee organizations established for an appropriate unit to meet and negotiate with the employer over terms and conditions of employment. -Requires school districts to negotiate contracts with employee representation councils upon request. -Guarantees a spot on the council to any employee organization that can prove it has support from 10 percent of the employees in a district. -Gives employees the right to join or refuse to join any employee representation council, organization, association, or union. -States that people in management positions represent themselves and cannot join employee representation councils. -Prohibits employers from threatening reprisal, denying employees or the council of rights, refusing to meet in good faith, interfering with the formation of representation, or locking out employees. -States that employees and employee representation councils are prohibited from violating the law, threatening reprisal, refusing to meet in good faith, or striking, and establishes fines for illegal strikes. -Authorizes the State Board of Mediation to enforce these procedures.
