- Recognizes that impeachment proceedings may be set in motion by the United States House of Representatives by charges transmitted from a state legislature. - Enumerates the following alleged impeachable offenses:
    - Violating the United Nations Charter and other treaties by invading Iraq without just cause or provocation; - Establishing a permanent U.S. presence in Iraq and the Middle East; - Violating United Nations treaties by authorizing the use of depleted-uranium munitions in Iraq and Afghanistan; - Violating the constitutional rights of Americans and the Foreign Intelligence Surveillance Act through warrantless wiretapping; - Violating the constitutional rights of Americans by ordering the indefinite detention of citizens without being charged or being provided access to legal council; - Overriding judicial orders to release detainees; and - Subverting laws by issuing an unprecedented number of "signing statements."
