Title: Expanding Workers' Compensation Benefits

Vote Smart's Synopsis:

Vote on motion to advance to enrollment and review for engrossment a bill that extends workers' compensation benefits to first responders who suffer from mental injuries or mental illness as a result of their employment conditions.

Highlights:
- Defines a first responder, for the purposes of this Act, as a firefighter, law enforcement officer, crime scene investigator, or an out-of-hospital emergency care provider [sec. 1 (3)]. - Specifies that the conditions causing the mental injury or mental illness must be extraordinary and unusual in comparison to the normal conditions of their employment [sec. 1 (1) (a)]. - Requires there be medical evidence to establish causation between the mental injury or mental illness and the employment conditions [sec. 1 (1) (b)]. - Specifies that mental illnesses and mental injuries caused by events that are incidental to normal employer-employee relations are not covered by workers' compensation. Such events include, but are not limited to, disciplinary actions, work evaluations, compensable, transfers, promotions, demotions, salary reviews, or terminations [sec. 1 (2)]. - Specifies that the provisions of this Act are only applicable to personal injuries that occur on or after the effective date (Sec. 4).

NOTE: A MOTION TO ADVANCE TO ENROLLMENT AND REVIEW ALLOWS THE BILL TO PROCEED THROUGH THE LEGISLATIVE PROCESS WITH THE ADOPTED AMENDMENTS. THE MOTION REQUIRES A MAJORITY VOTE (25 VOTES) TO PASS.
