Highlights:
- Regulates the acquisition of a gas and electric company [sec. 1 (7)].
- Requires the Commission on Public Service to respond within 180 days to an application for acquisition of a gas and electric company. If the application is not acted on within 180 days, the application is automatically approved [sec. 1 (G-6)].
- Requires certain gas and electric utilities provide credits to Maryland residents' electric bills totaling $38.66 million annually (sec. 6).
- Stipulates that a one-time credit of $187 million will be divided equally among residential electric customer bills no later than December 31, 2008 [sec. 6 (3)].
