Vote to override the veto of a bill that adjusts Kansas energy regulation code relating to coal-fired power plants and desired state energy efficiency requirements.

Highlights:
-Establishes maximum annual nitrogen oxides and sulfur dioxide emissions levels for coal-burning power plants (Sec. 1). -Requires electric companies to do the following:
  • -Develop a retail tariff for electricity generated from wind
  • -Develop and implement energy efficiency and load management programs that provide information, technical assistance, and incentives for customers to control energy use
  • -Develop and implement a program to help businesses reduce their greenhouse gas emissions (Sec. 2).
-Requires the secretary of administration to establish energy efficiency standards for state buildings and equipment (Sec. 5, 6). -Sets benchmarks and minimum requirements for facilities relating to the generation of electricity through the use of renewable energy resources at the following rates:
  • -At least 10% of peak load to be generated by renewable resources by 2012
  • -At least 15% of peak load must be generated by renewable resources by 2016
  • -At least 20% of peak load must be generated by renewable resources by 2020 (Sec. 11).
