Vote to pass a bill that limits the amount of state funds available for federally-funded highway project debt services.

Highlights:

- Decreases the maximum amount of state funds available for federally-funded highway project debt services from 30 to 20 percent of annual federal highway funds beginning with the 2009 legislative session, unless otherwise approved by the House, Senate and Governor [sec. 1 (3) (d)]. - Requires legislative requests for GARVEE bonds to include the specific location of the project, a reasonable understanding of what will be accomplished, the estimated start and finish dates, and the estimated total costs [sec. 1 (6)].
