Vote to pass a bill that requires all health insurance carriers that cover more than 1,000 people in the small employer market to offer the standard wellness plan to small employers (one to fifty employees).

Highlights:

- Requires the health coverage plan rate to be set at or below 10 percent of the prior year's median statewide wage [sec. 1 (VII) (a)]. - Requires the commissioner of insurance to ensure that the standard wellness plan establishes incentives for consumers, health care providers, employers, and/or health carriers to coordinate care for persons with acute illness or chronic health problems, and promote wellness, primary care, preventative care, a medical home model, the use of cost-effective care, and quality of care through practice standards and patient-centered care [sec. 1 (IV)]. - Establishes an advisory committee to consult with health care providers and other experts to make recommendations, at least once every three years, to the commissioner to improve the standard wellness plan [sec. 1 (III)].
