Highlights:

- Provides that a producer of greenhouse gases that voluntarily reduces its greenhouse gas emissions before this bill becomes law shall receive 'appropriate credit' [2-1203 (F)(3)]. - Provides that the state, using a cap and trade system, may auction off 'allowances' of acceptable greenhouse gas production [2-1204 (A)]. - Provides that revenue generated by these auctions shall be deposited into the Maryland Clean Air Fund and be used to reduce greenhouse gas emissions in the state and energy bills for low-income households [2-1204 (A)(3)]. - Prevents the Department of the Environment from implementing greenhouse gas reduction measures unless the Maryland General Assembly enacts legislation specifically authorizing the implementation of the measures [2-1203 (3)(II)(1)].
