Vote Smart's Synopsis:

Vote to pass a bill that invests up to $850 million in energy efficiency programs.

Highlights:
- Creates the Clean Energy Program to fund future energy developments and transfers $20 million from the General Fund to the program each year (Sec. 2). - Limits spending by the Commonwealth Finance Authority to $250 million, including up to (Secs. 1-2):
    -20 percent, but no more than $50 million, for venture capital programs -20 percent, but no more than $50 million, for equipment, land acquisition, and construction expenses -60 percent, but no more than $150 million, to develop high energy efficiency business and municipal sites
- Limits spending by the Energy Development Authority to $600 million, including up to (Secs. 1 & 3):
    -9 percent, but no more than $56 million, to the Ben Franklin Technology Development Authority to be used for energy-related activities. -8 percent, but no more than $44 million, for a rebate program to lower the costs of energy efficient appliances, including up to $5 million for the Keystone Help Program to assist low-income families in purchasing energy efficient appliances -33 percent, but no more than $200 million, for rebates and grants for solar panels, solar thermal projects, and solar production incentives -45 percent, but no more than $270 million, for alternative energy projects -3 percent, but no more than $25 million, for pollution control -5 percent, but no less than $30 million, for wind energy projects
