Highlights:

-Sets 2008-2009 appropriation obligation repayment through tobacco settlement revenues at $165 million (Sec. 21).

-Prohibits funding related to REAL ID Act Implementation for fiscal years 2007-2009 (Sec. 9148).

-Establishes a permanent endowment fund, which will consist of proceeds from sale of state right to receive payments under Attorney General Master Tobacco Settlement Agreement. Proceeds from the purchase of tobacco settlement revenues will also be deposited in this fund. -Pledges to make timely appropriations from general fund that are sufficient to pay the principal and interest due with respect to any appropriations and obligations, to make payments of the state, to make deposits into reserve funds and do pay issuance or administrative expenses (Sec. 17).

-Allocates $300 million to the Department of Transportation to fund highway rehabilitation projects (Sec. 32).
