Title: Health Insurance Marketplace

Vote to pass a bill that establishes the Georgia Health Marketplace (GHM): an Internet-based health insurance marketplace that allows consumers to compare and shop for health insurance policies.

Highlights:

- Requires the GHM to provide brief descriptions of deductibles, co-payment requirements, covered providers, benefits, premiums, financial soundness ratings, and coverage limits [sec. 1 (33-62-5) (a)]. - Requires the GHM to include the following health care programs [sec. 1 (33-62-5) (b)]:

    - PeachCare for Kids; - Initiatives for programs created by the Department of Community Health; - Traditional health insurance programs provided by insurers; - Individual health care savings accounts; - Health care services provided by a physician or hospital that does not require a health care provider to manage any risks; and - Individual catastrophic coverage products.
- Requires all insurance policies offered on the GHM to cover the following procedures: ovarian cancer screenings, colon cancer screenings, diabetes screenings, pap smears, mammograms and prostate specific antigen tests [sec. 1 (33-62-8) (f)]. - Requires any health care provider that offers one or more catastrophic coverage policy through the GHM to provide at least one individual accident and sickness insurance policy that includes all state mandated benefits [sec. 1 (33-62-8) (c)]. - This is a substitute bill sponsored by the Senate Health and Human Services Committee.
