Title: Great Lakes Water Resources Compact

Vote to pass a bill that creates the Great Lakes - St. Laurence River Basin Water Resources Council to identify priorities and develop uniform conservation and management policies through an interstate agreement.

Highlights:

- Appoints the Governor to serve as the state's representative on the council with the ability to appoint an advisor (sec. 1). - The council will establish goals, procedures and standards for (sec. 9):

    - water withdrawal and transfers - individual water-use permits - water conservation and use - water sustainability - other issues affecting the management of the St. Laurence River Basin and the Great Lakes
- Allows for the issuance of an emergency order whereby the council may order a person to stop withdrawing water if there is danger of imminent harm to the public health, safety or welfare, to the environment or natural resources (sec. 11). - Requires open communication between the states and federally recognized tribes (sec. 9). - Substitute Amendment offered by the Senate Committee on Environment and Natural Resources.

NOTE: THIS IS A SUBSTITUTE AMENDMENT, WHICH REPLACES THE ENTIRE TEXT OF THE LEGISLATION WITH A NEW TEXT. THE DEGREE TO WHICH THE SUBSTITUTE BILL TEXT DIFFERS FROM THE PREVIOUS VERSION OF THE TEXT CAN VARY GREATLY.
