Title: State Inventory of Government Activities

Vote Smart's Synopsis:

Vote to pass a bill that requires the Privatization Policy Board to create an inventory of activities performed by state agencies and determine whether each activity is a commercial activity or an inherently governmental activity by no later than June 30, 2009.

Highlights:
- Defines "commercial activity" as an activity that can be obtained in whole or in part in the private sector [sec. 2 (5)]. - Requires the board to update the inventory every two years and make it available to the public through electronic means [sec. 6 (2) & (3)]. - Increases the number of members from the private business community on the Privatization Policy Board from five to seven [sec. 3 (1) (b) (v)]. - Requires the governor to examine at least three commercial activities that are being performed by a state agency every two fiscal years (Sec. 7). - Requires the Governor's Office of Planning and Budget to adjust the budget recommendations to reflect the amount of appropriations that are no longer needed because that activity has has been partially or fully privatized. This, however, does not prevent the governor from recommending the restoration of appropriations that have been reduced due to privatization (Sec. 8). - This is a substitute bill offered by Representative Craig Frank.
