Vote to concur with Senate amendments and pass a bill that authorizes law enforcement to impound motor vehicles operated by an unlicensed driver.

Highlights:
- Exempts persons driving with an expired license, unlicensed drivers 16 years of age or younger if it is their first offense, and any other person exempt from licenses under existing law from having their vehicles impounded [sec. 1 (b)]. - Sustains the ability of the court to impose an additional penalty for traffic violations equal to five percent of the original fine until June 30, 2013, originally set to expire on June 30, 2008 (Sec. 1A). - Establishes the effective date of this Act as July 1, 2008, and will be applied to all violations occurring on or after that date (Sec. 2). - This is a substitute bill sponsored by the Senate Public Safety Committee.
