Vote to pass a bill creating an institution known as 'covenant marriage', in which a petition for divorce may not be granted until a year after it has been filed, during which time the parties involved must participate in marriage counseling.

Highlights:

- Stipulates that eligibility for a covenant marriage requires consent of both parties and proof that both parties have attended premarital counseling (sec.1). - Provides that complete separation without reconciliation for a period of five years is an acceptable reason for divorce. If there are minor children in the marriage, the decision will be based on the best interest of the children (Sec. 4) - Authorizes circuit clerks to grant a license for a covenant marriage [Sec. 3 (g)]. - Substitute offered by Senate Judiciary, Division A committee and adopted (2/26/08).
