Vote to pass a bill that allows accessories and accomplices in capital murder cases to be charged with capital murder under specific circumstances, making them eligible for the death penalty.

Highlights:
- Allows principles in the second degree (accomplices) to be charged with capital murder only if they had the same intent to kill as the "triggerman". Otherwise they can be charged with murder in the first degree (sec. 1). - Allows accessories to be charged with capital murder only if they ordered the murder. Otherwise they can be charged with murder in the first degree (sec. 1). - Provides that in cases involving terrorism or "continuing criminal enterprise" both accessories to the murder and accomplices can be charged with capital murder (sec. 1). - Substitute offered by the Senate Committee for Courts of Justice.
