- Requires a person or group spending over $5,000 lobbying for or against a constitutional amendment while the Kentucky General Assembly is in session to file a weekly report with the Legislative Ethics Commission [sec. 8 (1)]. - Requires legislative agents and their employers who lobby for or against a constitutional amendment while the Kentucky General Assembly is in session to file a weekly report with the Legislative Ethics Commission [sec. 8 (1)]. - Requires that these reports contain a complete list of expenditures and copies of communications related to lobbying activities [sec. 8 (1,c,e)]. - Provides that lobbyists or employers who fail to file reports or to correct problems with their reports in a timely manner may be fined up to $100 per day, with a total fine not exceeding $1,000 [sec. 8 (4)]. - Provides that any lobbyist or employer who intentionally files false information or omits required information shall be guilty of a Class D felony [sec. 8 (5)]. - Requires political issue committees, such as “527” groups, to file daily reports with Registry of Election Finance during the thirty days preceding a general election [sec. 8 (1,4)].
