Highlights:
- Gives tribal police officers the authority to enforce state laws, including the ability to arrest anyone in violation of state laws [sec. 2(1)]. - Requires tribal nations to submit proof of public liability and property damage insurance, as well as police professional liability insurance [sec. 2(2)(a)]. - Requires tribal nations to give proof that tribal police officers have met training requirements to be authorized as a general authority Washington peace officer [sec. 2(2)(b)]. - Establishes that tribal police officers are not authorized to act as Washington peace officers when off the reservation unless [sec. 2(5)]:
    - There is consent from the local sheriff or police chief. - It is in response to an emergency involving immediate threat to human life or property. - It is in response to a request for assistance consistent with a mutual law enforcement agreement. - The officer is transporting a prisoner. - The officer is executing an arrest or search warrant. - The officer is in fresh pursuit.
- Requires interlocal agreements between tribes and local law enforcement that will have shared jurisdiction before tribal officers can be recognized as state peace officers under this act [sec. 2(9)]. - Requires tribal governments and local law enforcement agencies that do not reach an interlocal agreement to work with the American Arbitration Association in order to do so [Sec. 2 (10)(a)].
