Vote to pass a bill that establishes a base salary for all teachers and creates a three-tier classification system for additional pay raises. Also requires each school district to evaluate its teachers and school service specialists.

Highlights:

- Places any school teacher or school service specialist with less than three years of experience at Level I. Requires Level I employees be paid a minimum annual salary of $30,000 beginning in 2011. Provides for annual increases in this base salary starting in 2012 (sec. 2). - Places any school teacher or school service specialist with three years or more of teaching at Level II. Requires Level II employees be paid $1,000 more annually than they earned at Level I salary beginning in 2010 (sec. 2). - Places any certified teacher or school service specialist who meets certain requirements and has six or more years of experience at Level III. Requires Level III employees be paid $5,000 more annually than they earned at Level II salary beginning in 2011 (sec. 2). - Establishes additional criteria for advancing through the classification system, including experience and competency exams (sec. 4). - Requires school districts to pay a signing bonus of $2,500 to a teacher or school service specialist who is hired in an area of need as determined by the secretary of education (sec. 9). - Establishes protocol for firing teachers and school service specialists at each classification level (sec. 17). - Creates the Certified Teacher and School Service Specialist Classification and Evaluation System Advisory Board to oversee the program (sec. 19).
