Vote to adopt a conference report that funds the Michigan Department of History, Arts, and Libraries for the 2007-2008 fiscal year.

Highlights:
-$49.5 million in federal and state funds to the Department of History, Arts, and Libraries [Part 1 (Sec. 101)]. - $22.5 million in federal and state funds to the Library of Michigan [Part 1 (Sec. 107)]. - $11.5 million in state funds to local units of government including $10 million to public libraries and $1 million in arts and cultural grants [Part 2 (Sec. 201)]. - $8.2 million in federal and state funds to the Council for Arts and Cultural Affairs [Part 1 (Sec. 104)]. - $7.7 million in federal and state funds to the Michigan Historical Program [Part 1 (Sec. 106)]. - Prohibits state departments and agencies from hiring any new full-time civil service employees or filling any vacant full-time civil service position. The state budget director is permitted to grant exceptions to the hiring freeze [Part 2 (Sec. 205)]. - Prohibits the use of appropriated funds for the purchase of foreign goods and services when competitively priced American goods and services of comparable quality are available. Gives preference to Michigan businesses, especially those owned or operated by veterans, if the produced goods are competitively priced and of comparable quality [Part 2 (Sec. 209)]. - Restricts the use of state appropriated funds for the out-of-state travel of state employees [Part 2 (Sec. 217)].
