Vote to adopt a conference report that appropriates funds for the Department of Corrections for fiscal year 2007-2008.

Highlights:

-$2.1 billion in state and federal funds to the Department of Corrections (Sec. 101). -$231.9 million in state and federal funds to the correctional facilities administration (Sec. 106). -$234.2 million in state funds for Department of Corrections health care (Sec. 108). -$103 million in state and federal funds for planning and community support, including $33.2 million for prisoner reintegration programs, $20 million for substance abuse testing and treatment services, and $2.1 million to the felony drunk driver jail reduction and community treatment program (Sec. 103). -Prohibits the privatization of any service or activity currently provided by state employees unless the Department of Corrections issues a preprivatization cost-benefit analysis to the House and Senate Appropriations Committees 14 days in advance, and proves a cost savings of five percent of the costs of continuing to rely on state employees (Sec. 207a). -Prohibits state departments and agencies from hiring any new full-time civil service employees or filling any vacant full-time civil service position. The state budget director is permitted to grant exceptions to the hiring freeze (Sec. 205). -Requires the Department of Corrections provide a plan to reduce recidivism rates among prisoners released from correctional facilities to the House and Senate Appropriations Committees by January 31, 2008 (Sec. 408). -Prohibits the use of appropriated funds for the purchase of foreign goods and services when competitively priced American goods and services of comparable quality are available.
