-$12 billion in federal and state funds to the Department of Community Health (Sec. 101). -$8.1 billion to medical services, including $2.8 billion for health plan services, $1.5 billion for long-term care services, and $1.3 billion for hospital services and therapy (Sec. 121). -$2.4 billion to community mental health and substance abuse services programs (Sec. 104). -$201.7 million to the Women, Infants, and Children's Food and Nutrition Program (Sec. 114). -$200.4 million to children's special health care services (Sec. 115). -$93.7 million to the Office of Services to the Aging (Sec. 118). -Preserves Medicaid eligibility for individuals 18 to 21 years of age, parents, and caretakers who are not eligible for federal Medicaid coverage (Sec. 1731).
