- Gives lawful aliens without Social Security Numbers who present proof of lawful presence a temporary license or ID card (Sec. 1 c).
- License or ID card is valid only for the period of the applicant's authorized stay in the United States (Sec. 1 c).
- If there is no definite end to the period of stay, license or ID card is valid for one year and must be reauthorized each year (Sec. 1 d).
