Vote to pass a bill that creates Chicago Casino Development Authority to regulate gambling and gaming in the city of Chicago. The bill also amends appropriations for education and capital improvements.

Highlights:

- Creates the Chicago Casino Development Authority; to promote, operate, and maintain a casino in the city of Chicago (Sec. 12). - Requires the Chicago Casino Development Authority to pay the first $200 million of its generated revenue into the State Gaming Fund. Of that, 30 percent is allocated to the Education Assistance Fund and 70 percent is allocated to the Capital Program Acceleration Fund (Sec. 932). - Allows the city of Chicago to grant the Chicago Casino Development Authority property acquired through condemnation or eminent domain (Sec. 65). - Creates the Depressed Communities Economic Development Board to make recommendations to the Department of Commerce and Economic Development regarding grant amounts for the revitalization of depressed communities. Revitalization for these communities would focus on curbing the high levels of poverty, unemployment, job loss, and population loss (Sec. 910). - Allows “advanced deposit wagering” that allows an individual to place a bet electronically or by phone using a pre-established account (Sec. 940).
