Title: Abortion Clinic Access Bill

Vote on a motion to send back to committee HR 796, a bill amending the federal criminal code to prohibit actions directed at clinics which perform abortion procedures, or at those persons attempting to access these clinics.
Highlights:
-Outlines proscribed acts, including the physical obstruction of entrances to said clinics or acts intended to damage the property, and intimidation or use of force against a person seeking to enter and abortion clinic (Sec. 2)
-Sets forth penalties for violators, including fines and/or imprisonment of not more than one year for first time offenders, and fines and/or imprisonment of not more than three years for subsequent offenders, unless injury or death occurs due to violators actions (Sec 2)
-Provides for civil action by the persons to whom such proscribed actions are directed, by the Attorney General of the United States, or by the attorney general of any state (Sec. 2)
-States that the act does not prohibit any expressive conduct protected from legal prohibition by the first article of amendment to the U.S. Constitution (Sec. 2)
-Expresses that the parent or legal guardian of a minor is not subject to the penalties under this section when their actions are directed at that minor (Sec. 2)
