Vote to pass a bill that approves and implements the North American Free Trade Agreement (NAFTA) between the United States, Canada, and Mexico, and establishes the terms of the United States' entry.

Highlights:
-Establishes that U.S. laws take precedent over conflicting NAFTA provisions -Authorizes the President to establish within any U.S. agency a U.S. Section of the Secretariat to facilitate the operation of NAFTA and authorizes appropriations -Enacts safeguards for U.S. firms in the event that reducing or eliminating duties puts a domestic product at a competitive disadvantage -Requires workers to be certified as eligible for adjustment assistance if imports from Mexico or Canada have decreased domestic sales or production of similar or directly competitive products -Requires the President to provide a comprehensive study on the effects of NAFTA to Congress by July 1, 1997
