Title: National Defense Authorization Act for Fiscal Year 1995

Vote to adopt a conference report that appropriates $265.03 billion for the Defense Department, military construction, and the Energy Department for fiscal year 1995.

Highlights:
-Encourages the President to end the arms embargo placed upon Bosnia-Herzegovina (Sec. 1404). -Instructs the Secretary of Defense to submit to congressional defense committees a report on the military preparedness of United States forces for possible peacekeeping activities in Bosnia-Herzegovina (Sec. 1402). -Instructs the Secretary of Defense to also submit to Congress a report on intelligence lessons learned from the United States participation in Somalia (Sec. 1403). -Instructs the Secretary of Defense to implement a policy for processing sexual harassment and discrimination complaints (Sec. 532). -Instructs the Secretary of Defense to institute an outreach program and conduct research on the Persian Gulf Illness (Gulf War Syndrome) (Sec. 721). -Creates a point of contact for families of POW/MIAs of the Korean conflict and Cold War and instructs the Secretary of Defense to engage other involved countries in gaining more information on Korean and Cold War POW/MIAs (Sec. 1031). -Requires continuing involvement in the compliance by the States of the Former Soviet Union to the Cooperative Threat Reduction Act of 1993 and the Biological Weapons Convention (Secs. 1201-1209). -Instructs the Secretary of Defense to assist other nations in the detection and clearance of landmines (Sec. 1413). -Supports the President in seeking the indefinite and unconditional extension of the Treaty on the Non-Proliferation of Nuclear Weapons, and applauds the President for maintaining the US moratorium on nuclear testing and for taking a leadership role toward negotiation of a comprehensive test ban treaty (Secs. 1508-1509). -$93.58 billion for operation and maintenance. -$70.94 billion for military personnel, which includes a 2.6 percent pay increase. -$43.53 billion for procurement of aircraft, missiles, weapons, combat vehicles, and ammunition. -$36.01 billion for military research, development, testing, and evaluation. -$8.65 billion for military construction, land acquisition, and family housing functions. -$10.3 billion for the Department of Energy defense programs, including $5.1 billion for environmental restoration and waste management. -$1.47 billion for emergency supplemental appropriations, including $270 million for emergency relief efforts in Rwanda.
