Title: County Medicaid Cost Assumption

Vote to pass a bill that transfers the non-federal share of Medicaid costs from counties to the state of North Carolina.

Highlights:

-Effective July 1, 2009, the state’s share of Federal Medicaid expenses will be transferred from the individual counties to the state government, with the exception of county administrative costs (sec. 1 (c)). -Creates a refundable earned-income tax credit equal to 5% of a taxpayer’s qualification for the earned-income tax credit under existing law (sec. 6 (a)). -Replaces the state revenue used to implement the new plan by transferring a percentage of local sale and use tax to the state government (sec. 3 (a)).
