Vote to pass a bill that creates collective bargaining for state employees.
Highlights:
-Divides bargaining units into 12 separate occupational groups (Sec. 1).
-Provides for optional mediation after a reasonable time where no agreement has been signed. If no agreement is reached and 90 days remain until the current agreement expires, 120 for non-higher education state employees, the board must be notified. (Sec. 3).
-Establishes that if bargaining is not completed within 60 days of the expiration of the current agreement, an arbitrator may be enlisted for a binding arbitration (Sec. 3).
