Title: Expanding Driver's License Eligibility

Vote to concur with House amendments and pass a bill that requires the state of California to issue driver's licenses, solely for driving purposes, to applicants that are unable to provide the evidence of lawful status requirements for federally recognized identification purposes no later than 240 days after the U.S. Secretary of Homeland Security approves the state's implementation plan.

Highlights:
- Permits the issuance of driver's licenses to individuals who are unable to meet the evidence of lawful status requirements contained in the federal Real ID Act of 2005, which requires valid documentary evidence that the individual [sec. 202 (c) (2) (B)]:
    - Is a citizen or national of the United States; - Is an immigrant lawfully admitted for permanent or temporary residence; - Has conditional permanent residence status; - Has an approved application for asylum or has entered into the United States in refugee status; - Has a valid, unexpired nonimmigrant visa; - Has a pending application for asylum; - Has a pending or approved application for temporary protected status; - Has approved deferred action status; or - Has a pending application for adjustment of status to that of an lawfully admitted immigrant for permanent residence or conditional permanent resident status.
- Prohibits individuals from knowingly assisting individuals in obtaining a driver's license in violation of Section 202 of Title II of the Federal Real ID Act of 2005, and classifies the violation as a misdemeanor [sec. 8 (a) (1)].
