Title: Children's Health Care Expansion
Highlights:
-Sets eligibility requirements for applying on the behalf of a child and payment obligations according to income level (sec. 6).
-Provides health insurance coverage under the Healthy Families program until the child receives full coverage under the Medi-Cal Program so the transition period would not include any breaks in coverage (sec. 11).
-Creates a buy-in program for children whose family income is above 300 percent the federal poverty level and who have not had medical coverage for at least six consecutive months (sec.15).
-Requires the counties to forward all childrens applications to the Healthy Families Program if it finds the child eligible for the Medi-Cal program (sec. 19).
