Title: Insurance for Water Pollution

Vote to pass a bill that prohibits most water pollution and requires environmental liability insurance.

Highlights:

- Requires a permit from the Department of Agriculture to discharge waste into the waters of Michigan (sec. 1). - Prohibits owners or operators of large concentrated animal feeding operations (CAFO) in violation of this act from increasing the number of animals until one year after complying with court requirements, complying with this act or making progress towards compliance (sec. 7). - Requires owners or operators of large CAFOs and animal feeding operations (AFO) expanding to large CAFOs to obtain $100,000 in insurance to cover any prospective environmental damages (sec. 9). - Allows the Department of Agriculture to require an amount greater than $100,000 but not more than $1,000,000 in insurance if the owner or operator of a large CAFO has a history of convictions or violations (sec. 10). - Requires the passage of SB 448 and SB 504 to become law (enacting sec. 1).
