- Prohibits minors in their first six months of possessing a class “G” license from driving between the hours of 12 and 5 AM, unless they are accompanied, in the passenger seat, by a parent or legal guardian, or driving to or from a school sponsored activity, a place of employment, a religious activity, or a family emergency (Sec. 4). - Prohibits minors in their first six months possessing a class “G” license from driving passengers under eighteen unless they are siblings, or accompanied, in the passenger seat, by a parent or legal guardian (Sec. 4). - Prohibits law enforcement officers from stopping or issuing citations to minors covered under this act unless there is probable cause to do so under another offense (Sec. 4). - Raises practice driving time for those with driving permits from twenty five to thirty hours, with ten hours required at night and raises time that is required holding a permit before license eligibility from five to six months (Sec. 4).
