Highlights:

-Requires that surcharges be added to the cost of vehicles with high levels of greenhouse admissions and rebates be available for vehicles with low emission levels to be determined on a relative scale (Sec. 1). -Requires dealers to clearly post the rebates and fees associated with the motor vehicle (Sec. 1). -Requires for the state board to provide the legislature with regular reports on the success or failure of this program in reducing total greenhouse gas emissions, including recommendations for how the program could be improved (Sec. 1). -Purchases outside of the state of California are not eligible for the rebates (Sec. 1).
