Title: Landfill Moratorium

Vote to pass a bill that creates a moratorium on new landfill construction and bans dumping Canadian waste into Michigan landfills.

Highlights:

-Rejects applications for new landfill construction permits during the period from March 1, 2007 until October 1, 2012 [Sec. 11511C (1)]. -Allows permits for design modifications to existing landfills provided they do not increase the landfill’s capacity [Sec. 11511C (2)]. -Allows permits for landfill expansion provided they have less than three years of disposal capacity remaining, as well as no more than eight years of capacity after expansion [Sec. 11511C (3)]. -Allows permits for new landfill construction adjacent to existing landfill, provided that they meet certain circumstances [Sec. 11511C (4)]. -Prohibits landfills within the state from accepting waste generated in Canada [Sec. 11511C (9)].
