Highlights:
-Provides exclusive authority to the Department of Financial Institutions (DFI) to grant Video Service Franchises to providers of video programming or cable services within the state of Wisconsin, repealing existing law granting such authority to local municipalities (Sec. 7). -Allows municipalities to continue to collect up to five percent of gross revenues from video service providers in usage fees (Section 7). -Establishes anti-discrimination guidelines for coverage areas by video service providers including regulations on income level and race (Section 7).
