Vote to pass a bill that would ban the use of gill net fishing.

Highlights:
- Establishes that fisherman who surrender the use of their nets before October 2007 will be entitled to 5 payments valued at 30% of their income from gill nets, including an extra $5,000 for those fisherman who earn $25,000 or less (Sec. 4). - Provides two free years of education at any state run Alabama post-secondary institution to those fishermen who surrender their net permits (Sec. 4).
