Vote to pass a bill that would require voters to present photo identification for elections occurring after January 1, 2010.

Highlights:
- Requires voters who cast ballots after January 1, 2010, to present identification that features a photograph of the voter, the voter's name, the voter's signature, and an expiration date — with valid types of identification including a Kansas driver's license, Kansas identification card, U.S. passport, employee badge or ID card, debit or credit card, military ID, student ID, or public assistance ID (Sec. 3). - Allows voters without the required identification to vote using provisional ballots, which shall have their validity determined by the canvassing board (Sec. 3). - Exempts from the voter identification requirements established by this bill voters who are age 65 years old or older, voters with disabilities, certain active duty members of the Armed Forces or the Merchant Marine and their families, and eligible Kansas voters who are residing outside of the United States (Sec. 1-Sec. 3). - Allows persons between 18 and 64 years old to receive free government-issued nondriver's identification cards, if they are on public assistance or have a household income of 150 percent or less of the federal poverty level (Sec. 5). - Changes the date of the presidential preference primary to the first Saturday in February, starting in 2012 (Sec. 7).
