Vote to pass a bill allowing certain categories of state employees to elect bargaining representatives and negotiate working conditions with the state, and providing procedures for how such elections and negotiations are to be conducted.

Highlights:

-Allows certain state employees to associate with one another and select representatives to negotiate on their behalf concerning wages, hours, and other labor conditions (Sec. 19). -Requires the state to document all agreements with employee representatives and associations in writing (Sec. 20). -Requires the Board to establish "by regulation" one bargaining association for each category of employees (Sec. 25). -Establishes specific procedures for the election of bargaining units and for the mediation and arbitration of negotiations (Secs. 28-42).
