- States that the legislation intends to establish statutory goals for the statewide reduction in greenhouse gas emissions and to adopt the recommendations provided by the Washington challenge stakeholder group [sec. 1]. - Aims to reduce overall greenhouse gas emissions in the state to 1990 levels by 2020, twenty-five percent below 1990 levels by 2035, and fifty percent below 1990 levels by 2050 [sec. 2]. - Establishes Electric Power Plant Emission Targets [sec. 6]. - Authorizes the purchase of at least 100 plug-in electric hybrid vehicles for state use [sec. 10]. - Authorizes local municipalities to offset carbon use [sec. 11]. - Establishes the Washington State Office of the Climatologist [sec. 16]. - Increases the number of clean energy sector jobs to twenty-five thousand by 2020 [sec. 2]. - Signed by Governor after partial veto striking section six of this bill.
