Vote to pass a bill limiting the adoption and foster care of children to married couples, unmarried persons who are not cohabitating, and relatives of the child.

Highlights:
- Prohibits adoption of children by “a person eligible to adopt, if that person is a homosexual [Sec. 1(b)].” - Prohibits unmarried adults, who are cohabitating but not legally married from becoming foster parents, with an exception for relatives of the child [Sec. 2(b)]. - Defines that “a person eligible to be a foster parent may not be a foster parent if that person is a homosexual [Sec. 2(d)].” - Emergency Clause: Takes effect immediately upon passage [Sec. 3].
