Vote to pass a bill that shifts Indiana towards a vote-by-mail system by the 2012 election and that requires electronic voting systems purchased after 2007 to provide a paper trail of votes.

- Requires the county election board to mail ballots to all registered voters at least thirty-eight days before the election (sec. 30). - Requires voters to return the ballots by 6:00 PM on Election Day either by mail or in person (sec. 30).
