Highlights:
-Permits citizens to choose electors, Representatives and Senators
-Maintains the Federal Government's authority over specified property, including military property and Federal monuments, and prohibits imposing taxes on federal property
-Provides for Federal payments in lieu of taxes to New Columbia.
-Provides for the adoption of a state constitution and the election to Congress of two Senators and one member of the House of Representatives
-Provides for two years for transition into statehood
-Establishes a Statehood Transition Commission to assist in statehood transition, including the set-up of taxes, the incarceration of criminals and the conversion of D.C.'s government offices to state offices.
